Technical Help: Problems BEFORE entering the game / searched and haven't found 'pssetup,' any options?

is there a way to change the resolution w/o launching the game?  I'm trying to play on a netbook with a very small screen and, such as it is, the top and bottom of the screen is cut off so I can't see or scroll over ANY of the option buttons.
