Technical Help: Problems BEFORE entering the game / Bittorrent download

I'm trying to download this using bittorrent as suggested but there is a problem.
The tracker doesn't seem to be contactable.  I'm getting connection refused from it so I assume that the tracker is not running.
Perhaps someone would like to look into this.
