Technical Help: Problems BEFORE entering the game / dll error, I know it has been covered but nothing works

I am haveing the error that is listed under known bugs,
with the msvcr70.dll.
I have downloaded it from the link under known bugs. I have saved it to my windows/system dir, to my planeshift root dir, to my windows/system32 dir and I even made a Winnt/system32 dir and saved it there. But nothing seems to work?
What am I missing? I am running winxp (not service pack 1) Pro. Can anyone help me? I REALLY want to try out this game.
