Technical Help: Problems BEFORE entering the game / I cant connect to the server

alright i have the client downloaded but when i go in and try to upload my character it does nothign and when i try to connect it says the server is down or cant be reached and where am i suppost to enter the port number???? o and am i suppost to make an account on the website or just enter it in on the client??
