Had the exact same problem, and I found turning off the chat filters fixed it!
Open the Options menu in game, scroll all the way down and find Interface > Chat. Then deselect the incoming and outgoing bad word filters.

I've been having the exact same issue with character deletion! Once I've confirmed the deletion, the window closes but the character's name is still listed and accessible. Relogging does nothing for me.  :-\
