Technical Help: Problems BEFORE entering the game / Game wont start up. Help!

Whenever i try to start up PS from the icon the reassembler put there it says C:\\Program Files\\PlaneShift\\PlaneshiftV0.2.010.exe is not a valid Win32 application.

what does this mean and how do i fix it.
