Technical Help: Problems BEFORE entering the game /

processor brand: AMD Athlon XP 2000+ (Thoroughbred)
processor speed: 1.667GHz
amount of main memory: 512MB DDR PC2700
graphiccard brand: Sapphire Radeon 9000
graphiccard chip: ATi Radeon 9000 (RV250)
amount of memory on graphiccard: 128MB
operating system: Windows XP Professional, Service Pack 1
average fps: around 4.30
Using the latest Catalyst drivers (03.5).
Running PlaneShift in 800x600, Windowed, OpenGL, 32bit.
Can gain about 5-10 extra FPS if I turn the music and sound off.
Changing the renderer too Direct3D I get MUCH better speeds.
Opening psclient.cfg and changing

Gives me 20-30fps outside, and up too 60fps inside houses.
