Technical Help: Problems BEFORE entering the game / Lag - everywhere

The game runs at 5 FPS and freezes up every 5 seconds and then lets go again and this continues....forever.

I run 2ghz, 512ram, AIW Radeon 9700 Pro, ADSL connection.
