Technical Help: Problems BEFORE entering the game /

i just updated it, but still failed 2 load and continued 2 say:
 
no CEL environment variable set!

all i downloaded were these:

Primary Download Site
  Window Release (98, ME, NT, 2000, XP)
 PSV0.2.010.Part1 (20,000,000 bytes)
 PSV0.2.010.Part2 (20,000,000 bytes)
 PSV0.2.010.Part3 (20,000,000 bytes)
 PSV0.2.010.Part4 (20,000,000 bytes)
 PSV0.2.010.Part5 (10,028,941 bytes)
 Reassembler - (123 bytes)

do I need to down load the secondary site to?
I also have not downloaded PSV0.2.010.tar.gz yet, do i need 2 download  them?

When I try 2 create a char, a white screen comes up and all I see are the arrows 2 choose your stats.  I\'ve downloaded everything from the primary download server but when i click on psclient a black screen comes up and says this:

        If you have any information how to get the syestem to download please reply.
