Technical Help: Problems BEFORE entering the game / fps issue

seems like i\'m getting about .5 fps, dont know why i\'m using opengl window mode 800x600 16bit depth

amd athalon 1700 XP (1.47 gig)
512 ddr 2100 ram
geforce 4 ti4200 128 megs
windows xp
