Technical Help: Problems BEFORE entering the game / Deadlink problem

I am new to the game.  I have read the threads about dead link, but does indicate where to change IP address, and where to change compatibility for Windows operating system.  I am run WIN 2K.  Help please.

I have tried umpteen times, and still get the deadlink message.
