Technical Help: Problems BEFORE entering the game / Bad Framerates

Guys my systems specs first:
Athlon XP 2600+
512 Ram DDR PC 2100
Geforce FX 5200 T128 Mb
HD 80 Gb 5400 Rpm
I tried Planeshift on highest and lowest resolution. At 1280x1040 i get around 25 fps, at 640x480 45 fps. Everything would be just fine IF it didnt happen some major choppy movement when i do a 360 degrees or in some parts of the city my frame rate drops to 13 even at 640x480!!!
I would like to know if my VGA sucks so much i need a better one to play this game when its realeased or its the fact that the game?s engine is still on development?
By the way: This is the best looking game i?ve ever seen, this a wonderful job!
