Technical Help: Problems BEFORE entering the game / Weird Problem?

Okay my computer is not the best thing on the market but I am getting some really bad frame rate slowdown
My specs are as follows
OS: WinXP Home SP1
Ram: 512 MB
Processor: Pentium 4 2.8 GHz
Video Card: GeforceFX 5200(128 MB)
HDD 120 GB
Sound Card: Sound Blaster 5.1
Connection: DSL

Please help me my computer isn\'t that bad.
