Firstly, you need to purify the glyph. The player guide explains how to do this. Then you use your spellbook to combine glyphs and find combinations that create spells, which you can then learn and cast later on.
Currently there is a bug stopping you from picking up glyphs in the magic window. Therefore, you cannot purify glyphs and cast magic untill the bug is fixed.
