screen is off center

my screen of the game is off center and i need to know how to fix it because half of the game is off of the screen so when i start up the game i can not fully finish my charicter due to not finding the right button on the screen cause it is lost is cyberspace or somethin.

Probably means that you are playing at a really low screen resolution. Go to the PlaneShift setup application and change the resolution to match that of your current monitor settings, or below. Center the window, then change it back however you want (or run it in fullscreen mode).
