ring quest (familiar ring, and other) don't work

Hello,
i have try several things to comple the quest "Familiar Ring" from who you know but i can not,
i have the golden ring but the NPC doesn't want it. I try the quest with Tefusang skins too but the NPC doesn't want them,
so new player can not have glyph like health because they can not complete quest from who you know
is it normal or just for me ?

NPC's with a first name and second name do not accept quest items currently, known bug and hopefully to be fixed soon (tm)

I put another thread talking about how i had the same problem so now i know that it wasn;t just me that had the problem.
