Declining weapon quality after repair

I dont know if this is a bug or intentional but I see that when I repair a weapon the quality drops each time

I started with a battleaxe at 50/50 , used it until it was 36/50 and then repaired it.

After repair it was 49/49 ... I used it  again for a while and then repared it again, this time the result was 48/48.

Is this deliberate that the possible quality drops with each repair?

This lowering of the quality is designed this way by the developers.
Eventually the quality of the weapon is 0 and can't be used anymore.
