I can't unstall this file

PLEASE HELP.  I have been trying to unstall the following file for many months
Planeshift_CBV.3.014b
I get the following error code
Cannot delete.  It is being used by another person or program.
Please help me to get rid of this

reboot
and before opening anything else delete it.

failing that reboot in safe mode
and delete.

and the granddaddy of a removal
format c: <--- use this only, and only, you know what the heck you are doing
