NPC attack Lock

I would like to see a reduction in the distance in which a hand to hand combat could be initiated with an NPC. Further I would like to see attacking a new target immediately release the current target so that target lock affects only one target at a time.

As it stands now if you can select a target you can initiate combat with it which does not make sense to me. If I were standing across a room or down a long corridor from you and you start waggling your sword at me I would thumb my nose at you and mostly ignore you until you were in striking distance.

Target lock is an artificial construct which is meant to prevent "kill stealing" but it has lead to an abuse which I call "target stealing." Now abuse may be too strong a word for this tactic but I do not think it is fair for someone to, for example, stand on the platform with the two rogues, having them attack him and dragging the two rogues up from the bottom of the stairs. It is true that by ignoring the two from the platform who are attacking him they will become available for another player to attack, but I find the whole thing rude and unnecessary.
