I can't buy ink and paper

I need to buy ink and paper, so I located the seller, I spoke with him and he agree to "spare some with me" and fix a price...
but when I go to pay he say that don't agree.
I give the right price, even cash in trias.

What can I do? It's a bug?

You must give the seller in this case exactly 50 single tria.
