Is mining skill still capped at 20?

I remember some time back mining skill was capped at 20. Meaning thereby there were no trainers capable of training mining skill past level 20. I have reached that level today, and I see the bar is still yellow. Does that mean a new npc was introduced who can train mining level more than 20?

I think you're being too strict. I never asked the name of NPC who trains it, or the location. I just asked if it's a feature that has been implemented or not. I asked in-game, nobody had answer. Not even advisors. I even asked Trasok Starhammer and Harnquist, but they were not able to understand me. I guess the answer is no then.

I agree with that.  A number is just a number...

Butttttt, I have no idea what that number may be.  Haven't done any of that stuff in ages.

Your bar is yellow ... that means, if you found a better trainer, you could get more lessons. So far I understand. But: Is there only a yellow bar if any matching trainer exists in game? I doubt that this reverse check is at all implemented in game.

People with maxed stats (level 200, where available) also still have them yellow, as if they could train their stats beyond 200. No matter if a maximum would ever be set greater than 200. So I believe: A yellow bar appearing means that you finished your practice lessons of the last level. Not that a trainer for the next level is indeed implemented already.
