my screen keeps flashing

you should give more specific informations like your hardware and software and what "flashing" means in this context

Comp Specs:
Vista
Intel Core2 Duo 2GHZ
2GB Ram
(not sure what kind of vid card it has but i know it's 64MB)

Issue:
The statics keep flashing invisible/visible. Also the UI flashes visible/invisible when i start clicking things.

a 64mb video card with vista and that cpu looks strange can you check: control panel -> screen -> advanced options . under card it should say what you have and what vram does it have

also the card name. from the amount of ram it seems you have an integrated chip

EDIT: i found this in another thread and it KIND OF worked for me. i still dont see some icons and it still someitmes flickers:

Remove the ; infront of Video.OpenGL.UseExtension.GL_ARB_texture_compression = false in the file <PS Folder>/data/config/r3dopengl.cfg

For me this fixed it, but the textures were in full bright, to fix that:

Remove the ; infront of Video.OpenGL.FullAcceleration = false in the file <PS Folder>/data/config/r3dopengl.cfg

nice you need to disable texture compression for the textures there is a thread about it in the forums

the buttons still dont show up though. like the training button, magic buttons and lots of more others. i couldn't find how to fix this.

Probably sad for you, but as far as I remember, people recommend as supported graphic card chipsets, about in this order:

1) standalone Nvidia GeForce generation 6 and newer
2) standalone Nvidia GeForce 4 or newer mobile/on-board Nvidia GeForce
3) standalone ATI Radeon HD generation 3 or newer
4) standalone ATI Radeon 95xx or mobile/on-board X19xx
5) other chipsets with at least decent OpenGL and shader support (minimum: Hardware T&L + Multitexturing; recommendable: Vertex + Pixel Shader with current versions)

Graphic solutions for notebooks are usually not suitable (exception: some designated "gaming" systems).
