NPC considerations when in RP

There have been a couple of situations when in RP that the actions of other players, in regard to NPCs, have surprised me. It seemed like a good topic to seek discussion. It should be made clear that this topic is being brought up as a discussion and not in an attempt to put down the approach of other players; but more to seek some consensus of what approach is exceptable with most players.

A couple of cases in point; and again meant only as examples....

My character was involved in a rescue of a kidnapped character. She was lead to the scene by another character and the location impressed me for it's choice. It was in a cave in the BD with a group of Onyx Daggers milling about. It seemed natural that the character who had lead my character all the way there from Oja had need for her swords. However to my great surprise the character which lead me there simply walked over to the kidnapped character and cut their bindings and thanked my character for her aid. My expectation is that every Onyx Dagger would have to be dealt with before rescuing the kidnapped character. Or at the very least to give them a substantial pay off in tria to ensure their neutrality.

The next example is from an ongoing RP where a desecration of a sacred site had been done. There is an NPC standing about 2 or 3 meters from the desecration. Even if the NPC was snoozing (which was my assumption when thefts had recently happened at the same location) using a pick axe on stone would have surely alerted the NPC if not the guards not a great distance away.

The short and long of both examples is that the players simply chose to ignore the existence of the NPC(s) in the respective RPs.

That is well and fine. My interest is is this the common practise of most players; the excepted norm if you will; or the exception?

From the GM point of view it is OOC to ignore the NPCs, especially the NPC guards. The NPC guards should be treated like GM guards. They should be treated as if they can respond to a fight in Kada's or to a mugging that happens right in front of them. Now if the players can come up with a good IC reason why the NPCs would be distracted that might be OK but certainly the players should not be ignoring the NPCs who are in easy visual or hearing range of what is going on.
