Well, you can try Achaea. I can\'t really bond with it\'s setting, personally, but you might like the game.
It\'s RP enforced, nick enforced, pretty friendly from what I saw, and they\'re still developing it so every once in a while there\'s a new nice feature (like slitting your wrist into a container to fill it with blood :j ).
There are no stats (except for when you create your character and you see the stats for each race, but you can\'t modify them), and you can take upon a political career. Of course, you can also be some uber warrior \\ mage \\ whatever. You won\'t be able to run a kingdom, only a guild or a city (perhaps both), but the cities are city-states (ancient greece) so it\'s halfly the same.
A very annoying problem about Achaea is the way they arranged the rooms. Sometimes a room isn\'t one block away from another room, and eventually rooms go on top of each other, and you have to edit the map on your own, wich can take well over an hour just to map one city in a way that the rooms won\'t go on each other (but then when you test it you realize that you did it all wrong and it makes absolutely no sense and you get frustrated and search for a client with a better mapping and when you can\'t find one you stop playing the game with frustration).
For me, this problem shadows the good things in Achaea greatly. But if you found a client with a good mapper in wich you can arrange the rooms in the map easily (e.g. by dragging rooms or groups of rooms to new locations), you should try it... And tell me where you got that client.
Oh, and the site got a stupid splash screen
