Guild halls will naturally have a price, you think city property comes cheap?  Perhaps some of the \"lesser\" guilds will have to set up shacks in the middle of distant fields :)

I realy dont agree with this.
It wont keep people away from creating silly guilds based on some RL stuf... like music, language or location.
Personaly i dont mind PS having 1 000 000 guilds. Why? They dont disturb me. The only bad thing they do is taking server space(perhaps devs dont like this). However there are some popular guilds that are based on RL stuff, and that IMHO is much more annoying.
There are some rules, but no one realy cares about them.

Bah! if only the devs could force people to actualy read the rules then it would be good.  Maybe have a little test before allowing you to creat a player :P

Well what if they have to submit a complete form which will give the story, ranks, ect to a certain dev or admin then they would activate the guild
