Solution to 1F82 bug on load

For windows users- many have an error where it asks to save a dump as soon as you start, ending in 1F82, but you could ignore that window and keep going.
For linux users- you sigfaulted or otherwise crashed on load, and after a few more attempts it would suddenly work without problem.

Both errors are caused by the same source- a tga file that cannot be read by current CS. For now, the solution is to remove planeshift/art/effects/flame01.tga. A fix to CS is in the works, and hopefully will be in the next update :)
