Is hydlaa and enkidukai village the only towns in the game so far?

So far, yes: Hydlaa, and Akkaio (first available part of the greater city of Ojaveda).

Indeed, usually found near the ruins within the hills. About... the top-left area of the hill map :) You\'ll have to do a bit of exploring.
