Weapons too complex for a level 20 repairer?

Has the cap for weapon repair gone up from 20 or are there now weapons that cannot be repaired?
A fellow handed me a Scruffy Small Battle Axe of the Warrior and even at level 20, I get the message it is too complex for me to repair  ???
Maybe something else comes into play, my int is not yet maxed, but other than that I cannot think of any solution

I would suspect that there are weapons that cannot be repaired with 20 repair. I have an iron mailed longsword of stone that I cannot repair at 19. Longswords, claymores and battleaxes take a long time to repair generally and when you start adding modifiers I think they act as time multipliers. The more modifiers the longer it takes to repair. There is probably a specific limit to the lenght of repair any given skill level can achieve.

a small dark battle axe took an alt of mine 15 minutes to repair by r at weapon repair level 15. so, I beleive Bilbous is right on this one, I'm also guessing that these weapons that take longer to repair -would- be the more powerful items, if it were not for the damage limit on them.

will we ever find out? hmm *curious ponder pose*

I cannot find where, but I read in another thread that the level needed to repair a weapon is at the moment related to the value of the weapon. This is the value an NPC would pay you, not the actual usefulness of the weapon (related to slash and such). That is why a silverweave short sword (/10?)  can be repaired at level 2, but a frosty short sword (/4) takes level 12 (and then it still takes 675 seconds to increase the quality by 5 points or so). I guess a Scruffy Small Battle Axe of the Warrior will make even more money when you sell it.

I think the /repair command is still being worked on, so hopefully in the future the level requirements will make more sense.

The repair time for a iron battle axe is 28 sec, at level 20. Copper Frosty small battle axe is 478 sec.

iron battleaxes are notoriously easy to repair. others are more difficult. It does appear I was wrong generally about battleaxes being long to repair as a normal battleaxe took me 21 seconds at level 19. Still all the shorter blades take 20 seconds which seem to be the minimum. I haven't tried a long sword or claymore recently so it might just be that normal weapons are not that difficult for higher values of skill.
