Question about creating a custom GUI

I'd like the most current up-to-date info on PS GUIs in general and creating a custom GUI for it. There are several posts related to PS GUIs and custom GUIs but it's possible that some of the information may be outdated. For example, someone was at one point working on a WoW-inspired GUI. In another thread, Cherpow mentioned that he's made a mistake of messing with .xml files for his "elven" GUI and now has to update them with every new PS version. Is it any longer true now that it seems to have become a default GUI with a new PS installation? He's also mentioned to have some kind of an ugly looking template for creating custom GUIs for PS. Is there a link to it?

Some posts have mentioned either PAWSeditor or an entirely different one for creating custom PS GUIs with ease. What state is it in right now?

There were also mentions of completely reworking the whole GUI system/appearance in PS. Is there a completely new and clean GUI currently being worked on for Steel Blue?

The artists have obviously spent a lot of time on the current GUIs. However, I'd prefer a minimalistic and clean GUI that takes as little space as possible but where you don't have to squint to see anything either.

the outdating GUIs:
everytime ps updates and somethink in the gui changes you dont have to edit one image for each change. You have to edit 3 of them, because there are 3 skins.
Imagine how annoying this must be

Extra skins are cool, it would be even more great if each skin could have its own xmls set. But maybe its just not worh the effort? You do the skin, xmls and then you are doomed for the rest of your life to update them as PS updates, because who else will do it? ;P

The third thing you can try to edit near images and xmls, is the ps source code for each window. With this you are unlimited in what you can do with the gui. 
but then you have three things you have to update no matter if it go official or not ;P. Only if it goes official, your job is a bit simpler.

paws editor was a bit helpfull but still cumbesome till it didnt stop working for me ;P
