If it's just for NPCs, people may think that it's okay to use other languages in public chat :} It would complicate things.

Well, I read this article on languages last night, and it had a table about how difficult languages are to learn from a native English speaker's perspective. English and Chinese are so different that Chinese is very hard to learn for a native English speaker. For someone who's natively speaking a language much closer to Chinese however Chinese is easier to learn. For someone who's "in the middle" both languages might be relatively easy to learn, because the difference is less huge. So how hard a language is to learn is very likely just dependent on what language you speak yourself. For me English is easy to learn because Dutch and English are closely related, for someone who speaks Croatian it's completely different.
