Umm... I'm not sure if someone has already mentioned this :sweatdrop: but apparently there is something wrong with Harnquist. Most peolpe can't buy or sell from him and I can't even see him.

It seems movement from certain NPC was restored.

It was an attempt to make them appear more real, without standing still all the time in the same place.

Unfortunately, it seems something is still wrong on Harnquist's route, as he usually seems to fall down the map. In those cases he has to be restored to its usual position by a GM.

Im not sure if it would work in this case, but previously when he got stuck inside a house, if you stood in the general area and typed /target Harnquist, then /buy or /train or /sell you would be able to interact with him.
