If you're in Hydlaa, check the sewers for some rats. If you're in Ojaveda, a more desert-looking city, you can find some rats below Brado's Tavern - there's a stairway inside.
Now as for things being dark, first make sure you have updated graphics card drivers, and second you can try to relight the map. Log out in this area, then (if you are on Windows) right-click on your PlaneShift shortcut and
-relight to the end of the target line (instead of -fullbright like in the screenshot):
It's going to take quite a bit, so don't worry if you have to leave your computer for half an hour or more - if the problem is fixed once you're in the world, take
-fullbright out. If it remains, we'll try to think of something else (and having your computer specs like processor, RAM, and video card will be useful here.)
