Graphics Issue [Fixed before I got a chance to post]

(Ok, Just got done talking to him, (He had restarted him computer) and it turns out I was right, after he installed the new driver, he should of restarted, well it is fixed now. So, if it does not work for you after installing a new driver, try restarting! (I am going to go ahead and post this, to see it it helps anyone)
 a Mod can kill this if it is not needed.)

Ok, Before I start, I have to say a few things.

1. This is my friends computer.
2. I have tried all the fixes that pertained to this type of graphics problem.
3. He has updated to the latest driver.
4. We have spent all day working on it, so I am sorry if I seem a little "iff'ed"
5. It runs perfectly on my computer. (A little humor, comes next) Because I use Linux! Silly Windows....

Processor: AMD Turion(tm) 64 X2 Mobile Technology TL-50   1.60 GHz
Graphics Card: ATI Radeon Xpress 1150
Memory (RAM): 894 MB
System type: 32-bit Windows Vista Operating System (I forgot what kind, I think it was the "Home Edition" thing, Once again, I am a Linux User, don't blame me)

And well, I don't really know what to say, except that I have read everything mentioned in this forum, I have tried everything, from Updating the Graphics Card to taking the ";" out of
