For it to work correctly, you need to put it in C:\\WINDOWS\\SYSTEM along with all the other .dll files.

If it works in a Windows folder; fine. But will the uninstaller notice it if ever I remove it from my system?

Really you shouldn\'t worry about the uninstaller removing the dll file anyway. Because chances are you will eventually need it for something else anyway. Not like they take up any significant amount of hard drive space. :)
