Hmmm. Some good answers so far, some confusing ones. The point of this is not to try to find a ballance between the risk and reward for other players, however. A few of you are leaning that way.

The point is this: In a given situation, if [this] was the reward, I personally would risk [this] to get it. Or, what would I pay to get the reward without the risk? Or in Phinehas's case, what would I pay to get the risk the comes with the chance to get the reward?

If you would not want the reward, or do not think anything is worth the risk, skip that number.

It is not a "What would Jesus do?" thing. :)

I'll give you an example. This is what I, personally would risk in #7.

7)
Situation: I get to play a baddie baddie character with no restrictions, and can mug people or rob their guildhouse. Non-killing.

Reward: I can steal another character's ENTIRE inventory. Clean gettaway. Thrill!

Risk: A) I would risk being unsuccessful, stealing nothing, can get arrested (not killed), and can end up with all of my items taken away as I spend a half a week in a prison map (sort of like the Eagle Bronze Doors fortress, ony you can't get out. Includes quests and training of the 'prison' style.) Some items are returned after your service is complete, and a hefty fine. Loss of faction law points that would make the NPCs treat you different for months, charging you more for goods, refusing to train you, or charging more, etc.
B) I am successfull, BUT others can track me down if I was not careful, by way of magic, or if I break the 'pay' rules below. I would risk the prison map for a week, loss of all items while in prison, -few- items returned (many going to the person I stole from), a large fine and faction loss, and temporary removal of a hand by magic means. Have to make ammends to victim and NPCs get it back. Perminant change in how NPCs treat you.
C) I would not risk losing any stats.

Pay: Have to first get in good with the NPC thieves of the game to gain the right (time and effort) to mug. Have to log out in an official thieve's hidout, or my time does not go down. Can not sell the items to any 'good' NPCs for a week, due to the guilty aura, but 'bad' ones would buy at cut-rate prices (but may turn me in as well to get in good with the law). Can not go near any guards for a few hours to a few weeks to forever, depending on what I stole, as they would all have "Detect guilty arua Glyphs". The more I steal, the larger my aura gets. Live in fear of getting caught for the time I am in possession of the items.

That is the max I would give up or risk to play that character.

Ah I see, well in the case of total doom of a city maybe permadeath for the risk

you risk becoming a fallen hero should you die defending the city.

I dunno, just a thought, a 're-evaluating' of my last post if you will, into simpler terms.

so again

Situation: doom of a city
Rward: regarded a hero, city stands, rewarded with trias.
Risk: if you die, your character stays dead forever, and is remembered as a fallen hero.

That might give a whole new meaning of chivalry in planeshift... I dunno

I really like #13's senario.

If I ever find the time and some money, I might make a guild, 'The Hydlaa Guard.' That could be an interesting continuous roleplay
Have you told a Daylo 'I hate you' yet today? Do it. You'll get teleported to another area!

Don't count on it, people tend to have an utter dislike to others who claim to have some sort of authority over them. :P Besides the Settings hasn't released nearly enough information to us to know how we can correctly play a Hydlaa Guard. So I'd suggest creating an independent, non-official guard unit without too much authority ... or even better, join the ones that already exist. :P

I don't really have all that much to offer regarding scenarios, but I may have something to offer regarding how I choose whether or not to risk something.

Risk by itself doesn't mean anything, if there's no real chance of it happening (eg chances of dying in a fight with a character that has lvl 100 HA, lvl 100 sword skill, q300 swords, and healing spells).  In my head, I'll analyze the risk, and then try to see if I can figure out my odds of getting caught/punished, and from there see if it's acceptable.

There's also seeing if I can minimize the risk itself.  Taking Underthemoon's personal example for #7, you could potentially store your inventory on an alt, or with a friend during this mission.  You could get anything that you could think of ahead of time from good NPCs, and set up contacts with bad NPCs, perhaps to have alternatives should things go wrong.  If there was only a good NPC trainer for a particular skill that I was working on, or planning on working on during the time period of consequences, I'd either attempt to finish training or if the skill/job wasn't all that needed, go through with it.  And there's a few other examples of risk management as well.

Either way, when I look at things like this, I think about ways (IC and OOC) to minimize risk, see if I can improve my chances of succeeding, weigh everything in my head, and then come to a decision.  One thing I won't risk (though others will argue that I already have) is permadeath.
There's a fine line between genius and insanity.

Fortunately, I have good balance.

That, my friend, is the makings of a good criminal. Even if you think you are acting OOC to get around the system, you are actually forced into doing the IC actions the role calls for. Mission successful!

I was actually thinking that myself.  Somewhat OOC behaviour, like having a friend hold onto items, or to some doing your training ahead of time, are all IC actions, really.  The only one that I can't see being too IC is using an alt, unless of course you've RPed your main and your alt(s) knowing each other.
