npc location

i was exploring and got to some town in a mountain with an eagle's head carved into it. i asked a myriad of npc's the question "where am i?" and none responded intelligently. most asked me to rephrase my question. when i have asked the same question in other towns they do give a useful answer. why is this not the case here? where was i?
