This variable is only useful if you are under Linux. If this is the case, you need to install three packages:
PS, CS (CrystalSpace) and CEL (Crystalspace Entity Layer). Programs that use CS and CEL needs to know the emplacement of these libraries so you must set environment variables to give your programs the path they need:
export CRYSTAL=/the/Path/to/CS
export CEL=/the/path/to/cel
