I was a Lineage Closed and open beta tester and they all had this same discussion They decided that there is the option to turn off the text above the head, there is the option to have it at a distance (say you want it only 2 meters away) and they eventuly had \"Repeat killers\" (like if some guy keeps saying \"selling sword for 100k\"  you have the option to kill them keep them and even limite how many time per minute they can say it, there true configuration ;)
