If used to commit another crime in the commission of identity theft in the United States (if charged federally) include:
* Class B Felony: 6-20 years in Jail and a fine up to $10,000
* Class C Felony: 2-8 years in Jail and a fine up to $10,000
Of course this is a suggestion for In-character identity theft and framing.
For making a character to impersonate others and spoil their OOC reputation with the community... according to the severeness of the action:

It's harsh, but this is an action that seeks clearly to use the game and it's resources as a mean to harm someone's reputation because of personal grief, and should be answered properly. We shouldn't play games with such things in mind(If you "hate" someone, invite him for a "duel" in a FPS, or "forgive and forget", these things always lead nowhere).
Luckily nobody will be able to make a character named "Annera Klorn", because I didn't delete her

And this is not just using a character name, sometimes people actually create a character almost identical to the deleted one in behavior and talk(or tries to copycat it), this is not just using a name, it's clearly something with a bad OOC intention.
