there would still be an in-game aspect, perhaps we could put minutes from the meetings up, and open discussion from there, and then work with the replies on the forum in the next in game meeting.

Edit rather then add two replies in a row: with the law enforcement, it would be better to leave that up to gm's that are acting in character, because as players we have no more authority then another player, and we cant dictate their playing experience, we could however form a neighborhood watch sort of thing, who can scold people who do not follow the law, or even challenge them to a duel if it gets to such a level. (lol, i think you forfeit honour when you resort to stealing, so theres no reason for you to accept the duel, but awell. you can accept as a sign of good roleplay, acknowledging the face he could just jump you or whatever.)
avengers of blood would be pretty awesome, but considering we dont have families, perhaps we could run it off race. i kill an enkidukai, so another enki comes along and kills me, and they are exempt from punishment for that retaliation, if they seek the councils approval to take the mantle of an avenger of blood. who knows eh? talk to me here
