Supposedly this thread was for transferring off-topic discussions from other threads so they wouldn't cause clutter. Yet so far, it appears to just be people insulting each other.

Nobody is using it for those off-topic discussions. They just keep derailing subjects where they are. I agree, it has bumped down to being blatant statements. (I'm guilty too.)

It was doomed to that from the start. You can't force people to discuss in a single thread. Discussions generally just happen wherever they happen, much to the frustration of the more organized individuals.
