My friend is having severe graphics problems.

Okay, so my boyfriend is wanting to play Planeshift, and when he opens his client to try and make a character, this is what happens:

I suggested that he set the graphics lower, and this is what happened when he opened the graphics window:

He's tried repairing and updating, neither worked. He's running windows 7, but I don't know what kind of graphics card he has.

That looks strikingly more like Vista, not 7, based on the taskbar (Quick Launch is present).

Anyway, to get any help, you'll need to list the stats of the machine he is using. CPU, RAM, GPU are most important.

That's exactly what I used to see on my old computer.  I got around it by clicking on areas just to see what happened. He can click on the writing for "new character" and then click in the lower right hand corner to find the button that will move him to the next screen.  But he will probably have trouble seeing the options on the next screen.

I never had any real problems running the game once I got into it though.  I had a few issues with items showing up as white boxes instead of icons, and crashing pretty regularly, but could still manage to play just fine.   

If he has the issue I had, with my computer not having good enough graphics or processor to use the character generation, he might need to use a different computer [like yours :D ] to set up his characters, unless one of the devs can suggest a fix I haven't found.
Also, it's more credible to others if you grow in power slowly over time.  First kill rats, then noobs, then klyros, and eventually work your way up to more powerful creatures ~ Miomai

Most probably an unsupported OpenGL extension by crippled drivers. Did he ever install a graphic card driver from the manufacturer of the graphic card chipset, instead of relying on Microsoft's shipped ones? (Microsoft prefers Direct3D over OpenGL, we do the opposite: OpenGL is cross-platform, Direct3D is Windows-only.)
