Greetings, PS community, another Illarion escapee here, ready and willing to experience Planeshift.
A seasoned RPer of all sorts for at least a decade, I was hoping to join the RP server, and am muchly intrigued by the game's descriptions and systems. As the client is downloading, I'd like to ask a few questions:

Is RP truly enforced and monitored so that people don't look at me funny when I start talking in character?
Is guild management done in character with no OOC?
Is it possible for players to build things and control land?
Is it possible to seize power/leadership of cities or territories, i.e. is there a political struggle that results in social class tension which players can be involved in?

There are two PS servers. One is RP enforced and one is not. The Zeroping server is the one you will probably want to use.  ;) There RP is expected. If RP is not maintained offenders can be reported; if they are not noticed by GMs on their own.

Is guild management done in character with no OOC?

Not 100% sure what you mean. Depending on the Guild the Guild Channel, itself, is more often OOC than IC. Character to character interactions in the guild are IC; as is all Character to Character interaction expected to be on the Zeroping server.

Is it possible for players to build things and control land?

Guilds control their guild houses (if they have one) yet that is the extent of it. Of course one could RP that they own some building or some such.

Is it possible to seize power/leadership of cities or territories, i.e. is there a political struggle that results in social class tension which players can be involved in?

Not really. There are guild wars on occasion; and evil groups will have it out with the goodie goodies and the like; yet no event like driven political struggle which is GM driven to my knowledge.

Others may be able to add more detail in that regard.

Welcome to PS.

Nova's pretty much covered everything with how it is in game.  With a lot of the guilds, the overall management of it is initially established OOCly, but the day to day affairs are handled ICly.   I know our guild has random meetings of the Council, to discuss matters, and to decide what actions individual people should take.  But at any time in game the members can approach the Council to discuss things. 
Also, it's more credible to others if you grow in power slowly over time.  First kill rats, then noobs, then klyros, and eventually work your way up to more powerful creatures ~ Miomai

Greetings, Hal ... Banestone? Hmm. Sounds almost dwarvish? If so - or, either way - you should visit the Bloodstone Brethren Birthday Party on sunday, so you will probably get a good impression from a larger number of characters.

About the third question: You can craft. But not much is implemented and available yet. So far, weapons and armor can be made and sold - if you are an expert, it really pays. Alchemy and herbalism are in preparation. But creating whole buildings is not possible. And guild houses are quite rare and very expensive, as the last auction proved.

About the last question: You should read the "Player Guide" at the official homepage or the "Official Gameplay Documents" in our PSWiki. There you can learn about the game settings, e.g. that the political structure called "Octarchy" is rather stable, divided into eight Octarchs (one per height level) and his Vigesimi. Which doesn't mean that it is never challenged - as it is, currently (roleplayed by the Dark Empire).

The Octarch of the uppermost level, the Dome (which is the only area that is merely partially modelled so far) - Iragdun Salikarios - can be found on the Highwatch in Hydlaa (an NPC in a house with a rather hidden entrance), there is also a copy of "The Octarchal Decree of 425 AY" (the in-character law book).

Thanks for the replies and warm welcomes.
I'm still working on fleshing out the character concept, I noticed that all human models have beards.    ;D
But I take it models are just figurative and not necessarily what your character looks like.

Character creation system is what I liked right away, very interesting, involved and engaging right into the story.
One of the character creation options allows for a life event of being a successful politician - does that imply a character's possibility to integrate into political structure? (I.e. to become a Vigesimi?)

Tutorial island is great as well. Very informative and cuts down learning curve by a lot! Great job!

Absolutely loved custom names for everything, currency, months, races - a very unique world I could totally dig and craft a character in.

Hearing spam chat with OOC in it was kind of meh, so I opted to turn off channel 1, but it still didn't work, I kept seeing it. I'm the kind of player who uses only local chat, within character hearing range. When I'm alone in the woods, i like to be alone in the woods, not hearing what someone on the other end of the stalactite had for breakfast :) You know what I mean. If I need to talk OOC, i keep it to PMs.

The big turn off I noticed right away on the roleplay server is that you can see other characters' names without them having to introduce themselves. It's what always made me cringe in the so numerous MMOs.

It would be very nice to see other people as "someone" or "anonymous" until they either select you and hit Introduce, or allow you to select them and do /nickname 'name' to give them your own nickname. Not knowing anyone's name by simply looking at them instantly creates a feel of reality and drives me to ask people their name and get to know them. As is, I have to keep a list of characters I met in game and whose names my char really knows. That was one feature I liked about Illarion, the game kept local lists in your character profile of people you have met on that character, making everyone not on that list show up as anonymous. I have read the threads about using "introduce" feature, and people's general concern about how it would work for chat windows, but I never had a problem with chat windows, it's pretty easy to keep eyes on the screen and note who said what by the speech bubbles, because they hover around for a pretty long time, and since you could nickname people, you would see your assigned nicknames in chat window.

Example:
Male elf says: "Hello, what time is it?"
Male elf says: "Oh it seems to be noon"
You quickly nickname the elf who asked time 'Asked time' and the other elf 'Knew time'
Asked time says: "Ah, indeed, it is noon, thank you, Jelerak"
Blam, you just got a name someone blabbed without having to introduce. Rename 'Knew time' elf to 'Jelerak'.

It's really not that hard and brings in a very fun part to a roleplaying game, I used to call it name harvesting in Illarion. By sticking around a crowded location you could listen to what people say and find out their names that way, and there was always a chance people could lie. But even with a crowd of 10 around me, I never had a problem finding out half the names within a minute or two if the conversation is going, which is what roleplay is partly about. Start people talking and drive the dialogue towards using names. it was almost a challenge in itself, and is definitely worth trying, it was tried in one game and worked pretty well, wasn't really hard at all. Especially with camera rotation, where you can easily tell who said what by just looking. One more factor that could be added to make characters unique is size - which would shrink or enlarge a model, make it fat or skinny by widening or narrowing its shoulders and thickness.

Is the community in general fairly RP-strong, as in, if a character attacks or robs you or does something evil, and you know their name OOC-ly, but never met them IC, do people not use the OOC knowledge to bring someone to punishment? Basically what I'm asking is, how well is a villain allowed to keep their anonymity?

 Do developers usually listen to the community proposals or just kind of do their own thing? Currently I have mixed feelings about committing to the game, and I appreciate any input.

The "someone" thing was implemented a few years ago but quickly taken out again. It was incomplete, buggy and a terrible disaster, because you forgot the nicknames on each map change again.  :lol:
I don't  know if they plan to bring it back at a later stage.

Huh, I wonder why that is.
Store nicknames in a names file locally on the user machine, and don't update it with map updates.

First of all, welcome. I hope you'll have a good time playing this game  :)

I don't know if there will be a way of progressing that high up into the government, but there are methods one can use to become a noteable citizen that the government and guards value. And of course one can RP that you have a high standing, as long as you don't overdo it and try to write ammendments into the Octarchal Decree and such  ;)

I agree that the "gossip" channel is quite irritating when you're not wanting to hear the whole community throwing clackers at each other and whatnot. And it should have been disabled in Option -> Interface -> Chat -> Uncheck "Join default channel" I believe.
For PMs that are used in an IC way, people often "send" their pet Groffel with the message. For example: Koios says: [A pet Groffel approaches Hal and offers him a small note. It reads: Greetings! Could you be so kind and bring me 2 Night Mushrooms from the forrest I hear you are currently exploring.]

We do have a "Introduce" button, however it doesn't seem to do anything right now. For now, you'll just have to rely on your own mindset to see any you haven't met before as anonymous.

You can find people that will take any RP attack as an OOC offence and act accordingly. However, evil characters are supposed to ask the victim if it's okey that they attack/rob/be evil against them so that everyone can decide if they want to be part of such a RP at that time. If they say yes, they usually go with character description to try to find the culprit. If items/tria have been stole, the robber is also supposed to give the victim a very fair chance to ICly find a way to get them back. We do have characters in here that are only ICly known by their aliases.
 
Developers have an OOC event you can attend to ask them about things, check the Event Calendar.  As you see the next one of those is March 22.
You also have the SkunkWorks projects you can look into.

If you don't want to know anyone's name in advance you can turn labels to off. Go to your options menu then under Graphics then labels set them to never for creatures. You then have to click on the person to see who it is in your information window but other wise you don't see the name label or the guild.

Most players are pretty good about IC not using your name unless they have been introduced to you. some people will actually call you on it if you use their name and they don't remember having been introduced to you before.

there is a buddy list. press 'B' and it will pop up. you can add/delete names off there. I usually add a name everytime I'm introduced to someone, also GM's names just incase I need to contact them.

For specific reasons, Vigesimi and Octarchs are reserved to NPCs, so your political carreer will be rather limited (e.g. among guilds). My ambassador char Gag Harmond would like to meet yours, probably...

Unique sizes conflict with the Loader Cache in the current engine. We already tried that for animals - with the result that all of the same race pop larger or smaller when another comes into sight range. To avoid that, you could switch the Loader Cache off ... but then loading world parts will take a lot longer, and that still blocks the game. For characters it is not yet supported, and the character creation would have to be changed quite remarkably to allow that. Not to mention some hazzle if existing chars would deserve a second choice...

PlaneShift is in development. Alltogether (including 2D) for almost 20 years now (in 3D for almost 10), and that will continue for a similarly long time, probably. See PSWiki - History. PlaneShift does not want to copy, but getting inspired is not explicitly excluded.
