The Council chooses a Blood Lord when needed... the Cabal are ruled by a council until a Blood Lord is necesarry.

So technically, no, they don\'t know who the Blood Lord will be. No one can tell the future.

OK...MOTHER....and why are ppl still responding to this? I mean, wtf happened to my moderating rights? That request has been made over a month ago now...maybe I should harras someone really imports about it.
