FS#4183 - Weapon Identification (from Gregori)
During that quest youre supposed to get Ink and Paper from Jayose.
But there are no dialog options which is confusing at first.
Using /tellnpc (like in the good old days) works..

getting ink and paper from jayose is
common knowledge and not a quest,
therefore there's no quest menu.
