FS#5355 - Right on the mine - Extra packages from Lyrus

After telling Lyrus “Hamel sent me here.” and getting the package, it’s possible to repeat the process and get multiple packages, which can then be given multiple times to Gardr for his reward. The package can also be given multiple times to Hamel for his reward.

This bug was likely caused by incorrect step numbering in the quest script which is now fixed and ready for testing.
