FS#710 - button to unclaim petitions

for many versions the gms have had no way other then to escalate a petition to unclaim it, we would like to have a button to use instead.

out right way to unclaim a petition without escalating it

removing assignee, might be a good prospect task.

possible part of this could be remove escalate from unassigning a petition from you ;)

committed a fix to r2257 now there is a new button to unclaim an "in progress" petition

Kerol could you comment on the petition autounclaiming upon escalate/descalate? do you think it should be removed?

It's logical that if you escalate or deescalate you don't want to handle the petition, so autounclaiming is fine.
