Frost Arangma at bdoorsin -192.60 48.16 -816.10 near Canyt
When I get close to it, a teleport loop occurs. Also it doesn't come after me when I poke it with ranged magic.

Confirming.
Looks like the terrain around the NPC is not flat enough to pinpoint a random point. We'll need to add a waypoint system or some locations (regions).
changing the bug name to make it more clear and addressable for me.
added a waypoint network the NPCs can use to move about while fleeing.
