FS#4398 - Set all volume but npc speech to 20% when npc is talking.
When an npc talks the volume of the music ect makes it hard to hear them. Lets try setting all volume to 20% or so and see how that effects it.

use slow fading and lower more ambiental sounds than music maybe also make it an option
