FS#2326 - inspect problems

1) /inspect doesn’t work for offline characters.

2) /inspect doesn’t list items in containers.

3) /inspect doesn’t list all items at all.

However, instead of spending too much work here, time should either be invested into the GM WC or ingame GM console since it can be quite confusing to list many items in the system out.

The task blocks this from closing
